The bill states that exotic animals to be regulated must be physically or biologically dangerous to humans, livestock and West Virginia wildlife.&lt;BR&gt;&lt;BR&gt;The rule-writing process allows for public comment and would require the Legislature’s final approval of regulations next winter before the law could be enforced. On January 30, 2012 Delegate Mannypenny introduced HB4344, 'Dangerous Wild Animals' into the WV House. On February 1, 2012 Senator Kessler introduced a senate companion bill, SB477, into the WVSenate. Although the House bill does not appear to be as restrictive as the Senate bill, collectively these bills could outlaw ALL Non-Native Reptiles in WV. Both HB4344 &amp;amp; SB477 are standard bill templates written by the Animal Rights Industry. As such, they are poorly written by those who have little understanding of the natural history or captive husbandry of these animals. They are designed to be as broad and restrictive as possible, without any regard for the actual people they affect, nor the welfare of the animals they would displace.&lt;BR&gt;&lt;BR&gt;Although there is a moderate occupational risk in working with certain reptiles, historically and statistically there is virtually ZERO Public Safety Risk. Most of these reptiles are tropical in nature and would perish within minutes/hours of exposure to the WV Winter; posing virtually ZERO Invasive Species Risk. The idea that these animals pose an invasive species risk in WV is preposterous. Working with traditional livestock and pets presents far more invasive species and public safety risk than working with reptiles. 35 people per year preposterous by dogs in the US. Cats, dogs and hogs wreak havock in every state of the Union as an invasive species. By comparison, reptiles are relatively safe and benign. The efforts by the Animal are killed to exaggerate risk posed from captive reptiles, and sensationalize it through the media is reprehensible and irresponsible. No one outside of the keepers facility has ever been killed by a captive reptile. There has never been a death attributed to a captive reptile in WV. No tropical reptile stands a chance of introduction into WV.&lt;BR&gt;&lt;BR&gt;**HB4344 has been referred to the House Natural Resources Committee. SB477 has been placed on a fast track and has already passed out of the WV Senate and is now pending in the House.We need volunteers for a lobbying day at the WV State House. There had been a hearing scheduled today in the Senate Agriculture &amp; Natural Resources Committee, but that hearing has been cancelled. The bill could be introduced as early as next week; but more likely towards the end of the month do to the impending recess of the Ohio General Assembly. When more information is available regarding the introduction of the bill, and subsequent committee hearing, USARK will make that information available. Stay tuned. However, your proposed bill is far too over reaching in regards to reptiles. Who ever assisted in the construction of the bill obviously doesn't understand the natural history or economics of reptiles in VA; nor their relatively simple captive husbandry requirements. Further, there seems to be no understanding of the difference between occupational hazard and public safety risk.&lt;BR&gt;&lt;BR&gt;The reptile industry represents $25 million annually in commerce in Virginia. Thousands make their living in this State because of this business. To cavalierly destroy this non-traditional agricultural interest because of a fundamental lack of understanding is unacceptable. As written, this bill will hurt me and my family. It is bad idea to kill jobs in this kind of economy.&lt;BR&gt;&lt;BR&gt;Working with certain reptiles entails a moderate occupational risk, but historically and statistically, reptiles represent virtually zero public safety risk. Dogs account for 35 deaths a year in this country. Captive reptiles less than one per year. Traditional livestock and pets have proven much more of a public safety risk than reptiles. According to US Fish &amp;amp; Wildlife and US Geological Services studies, the rare event of a death as the result of a captive reptile falls into the category of occupational hazard. There is no record whatsoever of a captive reptile creating any measurable risk to the public... NEVER!&lt;BR&gt;&lt;BR&gt;Please remove ALL reptiles from SB 477. Who ever assisted in the construction of the bill obviously doesn't understand the natural history or economics of reptiles in VA; nor their relatively simple captive husbandry requirements. Further, there seems to be no understanding of the difference between occupational hazard and public safety risk.&lt;BR&gt;&lt;BR&gt;The reptile industry represents $25 million annually in commerce in Virginia. Thousands make their living in this State because of this business. To cavalierly destroy this non-traditional agricultural interest because of a fundamental lack of understanding is unacceptable. As written, this bill will hurt me and my family. It is bad idea to kill jobs in this kind of economy.&lt;BR&gt;&lt;BR&gt;Working with certain reptiles entails a moderate occupational risk, but historically and statistically, reptiles represent virtually zero public safety risk. Dogs account for 35 deaths a year in this country. Captive reptiles less than one per year. Traditional livestock and pets have proven much more of a public safety risk than reptiles. According to US Fish &amp;amp; Wildlife and US Geological Services studies, the rare event of a death as the result of a captive reptile falls into the category of occupational hazard. This rule, if enacted, would ban the import and interstate transport of nine constricting snakes; Burmese python, Northern &amp;amp; Southern African pythons, Reticulated python, all four Anacondas, and Boa constrictor. This rule has been called the "Constrictor Rule". All of these constrictors would be added to the Injurious Wildlife list of the Lacey Act. If this were to happen more than 1 million American citizens could be subject to felony prosecution under the Lacey Act. It is the job of OMB to weigh the purported benefits of the rule against the economic impacts. It is also their duty to assure the rule has been given due process under the Administrative Procedures Act, Information Quality Act and all pertinent Executive Orders. USARK has created a clear public record that FWS has failed at every level to make their case for this rule. According to emails obtained by USARK it appears that staff at FWS colluded with staff at the US Geological Survey (USGS) to manufacture "science" to support this rule making after the decision had already been made to pursue a Lacey Act listing. Further, FWS grossly underestimated the economic impact. USGS has justified their flawed "science" by saying they were not required to adhere to information quality standards for science used to support the rule because the rule did not meet the standard for a major rule making ($100 million). An economic assessment of the Modern Reptile Industry commissioned by USARK, and done by Georgetown Economic Services, has since debunked USGS claims by asserting that the rule could have impact in excess of $103 million. USARK believes the actions of FWS and USGS in regards to the Constrictor Rule are arbitrary, capricious and potentially unlawful.&lt;BR&gt;&lt;BR&gt;Please send the letter below to President Obama and your Senators and Congressmen to let them know you are aware of the actions of FWS and the negative impact on you, your family and business. It is important to remember that there were NO reptiles involved in the release at Zanesville. Further, it can be demonstrated statistically and historically that reptiles pose virtually NO PUBLIC SAFETY RISK in Ohio or anywhere else. There is a moderate occupational risk taken on by those who work with certain reptiles, but accidents are extremely rare when taken in the context of other more traditional pets or livestock. On average there is less than one death per year associated with a captive reptile. No member of the public, outside of a reptile keepers facility, has ever been killed by a captive reptile. Every life is precious, but working with reptiles is far less dangerous than keeping some traditional pets, equestrian or even driving a car. These activities, although far more dangerous than the keeping of ANY reptiles, are commonly accepted risks in modern society. USARK rejects the inclusion of ANY REPTILES in Dangerous Animal Legislation (DAL) in Ohio. &lt;BR&gt;&lt;BR&gt;It is no secret that the Humane Society of the United States (HSUS), a radical animal rights organization, has targeted the Reptile Industry in Ohio. They have intentionally mischaracterized the risks involved in working with reptiles in order to use the Zanesville incident to enforce the policy position they have held since the 1980's; NO REPTILES IN CAPTIVITY. They were included in a work group tasked with providing recommendations to the Governor regarding exotic animals. USARK was denied the opportunity to contribute our expertise in regards to the reptile industry. There was no one with expertise regarding reptiles and the reptile industry included; even though reptiles represent 90% of the animals being considered. According to a survey done by Georgetown Economic Services the reptile industry equates to approximately $30 million annually in Ohio. There are approximately 225,000 facilities/households that are currently operating in Ohio. Any talk of including reptiles in a ban has been primarily motivated by HSUS because they are targeting the keeping of reptiles for ideological reasons at the federal, state and local level nationwide. &lt;BR&gt;&lt;BR&gt;USARK Opposes a BAN on ANY Reptiles in Ohio! We have been actively engaged in Ohio for about 18 months. Over the last 2 months, USARK and our allies have met with the leadership of Ohio Dept of Natural Resources (ODNR) and Ohio Dept of Agriculture (ODA). There has been a recommendation forwarded through ODNR to Governor Kasich as the basis for a new piece of legislation to ban many animals in Ohio. Senator Troy Balderson and Representative Dave Hall are the likely sponsors of such a bill. USARK has met and consulted with Senator Balderson, the Senate lead in bill drafting. He has voiced skepticism about the inclusion of reptiles in any DAL. We are working closely with his office to insure the interests of the Reptile Nation are served in Ohio. Indications suggest that a bill of some sort will be introduced in late January or early February. &lt;BR&gt;&lt;BR&gt;***The current bill, HB352 introduced by Representative Phillips, has lost all momentum after a landslide of oppostion from USARK and the Reptile Nation! Okay so the Frilled Dragons you see here in the United States now a days are wild caught frillies from Australia or New Guinnea. WELL Australia wants to start putting a law against it so that the populations of the frillies will go up and so will all the other lizards and animals who live in Australia.Which also means the only frillies that will be produced will be captivelly bred ones. Your probally thinking-OHHH COOL!HOWS THIS BAD-I mean then the populations will go up and the frillies they sell will have less of a chance to be stressed or have parasites &lt;img align="absmiddle" src="http://board.reptilechannel.com/Skins/Reptile/Images/EmotIcons/Hehe.gif" border="0" title="Hehe"&gt; WRONG!!!!!!! okay so the population in Australia will go up but guess what.The Adults they collect from the wild will maybe have parasites but all the babys you see are not caught.What they do is first they find the eggs of the Frilled Dragon and they bring them here to America and waaazam-they wont have parasites because they are not entirely wild caught-i mean they cant collect diseases from the wild when they are in the egg and dont hatch in the wild.SO yea and then if theres no more of those kinds of "WILD CAUGHTS" then that doesnt mean any more frillies.Oh no it  only means the people who breed them will sale them.The average price of a normal frilled Dragon is 150$. That price will triple in a couple years &lt;img align="absmiddle" src="http://board.reptilechannel.com/Skins/Reptile/Images/EmotIcons/Crazy.gif" border="0" title="Crazy"&gt; .
