If it is an infection and is hopefully easily manageable with the help of your vet you may want to use a more "bark" substrate if your using more of a soil.  I know the kind with the cocnut fibers is pretty popular.  When I first started I used that type of substrate and my water dragon soon had a swollen eye.  After lots of observation I found during his digging habits he was getting that dirt in his eye and large amounts of it.  Luckily I caught it very early and avoided an infection but it took about 3 days of me flushing his eye with saline and wiping the dirt out several times a day.  After that i have switched to a bark type substrate and have no more issues and maintain the same humidity.  I hope all will be well.
