I Have noticed my red footed tortoies has been soaking ALL day long,  his humidity is perfect the temp in the basking area is about 95..  No sign of mites.

Any Ideas as to what could cause this behavior?  Hes normaly out and looking around all day

 No such thing as "peferct" humidity. Your tortoise most likely needed or wanted aditional moisture or wanted to cool down. Nothing to worry about, IMO.

Check the temp in locations other than the basking area.  If too high, the tort may be trying to use evaporative cooling to reduce its body temp.  An area with a hide in the 80 F range should be available.
