I would like to know which everybody thinks is better, or other options like hot rocks(not likely) or a flourescent all- tank bulb with a heat pad. 

I live for what Steve Irwin stood for. If the world was full of people like him, it would be a better place.

i use both for my colombian,ball python,& sav(my kenyan just has a heat pad)& not had a problem

Would it be ok to use a florescent and undertank? my dad doesn't like heatlamp's effect on our electric bill.

I like heating my cages from above, it encourages basking behavior, which makes for a great display. Nobody mentions radient heat pannels, which are superior to UTH and heat lamps. They provide evenly distributed heat, won't overheat and can be mounted inside a cage without buring an animal if they touch it. Plus they use less power than bulb and will last for 20yrs plus.  I can heat 4 cages for the cost of operating one lamp. They generally start at 22 watts. Some manufacturers like Pro Products will not sell a panel unless you give them details about your cage and the room temperatures so they can make a recomendation. I have one and will change over completely ASAP.

A fluorescent will not create enough heat to heat your tank. It is for viewing or providing uvb light.  Depending on the needs on the type of animal you have, and where you have it in your house, you may need both a uth and a incandescent light bulb or a ceramic heater. My beardie has all three lights, viper geckos have a uth and a incandescent light but my sons snake only has a uth, because where it is at it is really warm. I would not recommend a heat rock either.

I agree, under the tank heaters work best for snakes. Heat lamps work better for lizards, and flourescents/UVB for snakes is not needed, like it is for lizards, but they do create more light for viewing your captive. Snakes aren't smart when it comes to in tank ceramic heaters, such as heat rocks. I'd steer clear unless you know how your snake is.
