Clorox (a 5 - 10% solution of it in water) kills virtually all germs if allowed to sit for 10 minutes or more, and washes away with fresh water rinsing if you allow plenty of water to swish over the entire soaked area and then run off.  Use lots of water to rinse, and then stick your nose up close when finished to see if you detect any hint of chlorine.  If you can't smell it at all, whatever residual bit is left will dissipate harmlessly and not be enough to bother amphibians.
