I am not interested in the leopard gecko, sorry, just answering Lord of the Frogs's question.

Yes, leopard geckos do need a heat lamp or heat pad that runs twelve hours a day (for heat lamps) and use a lot of energy that twelve hours or twenty-four hours a day (for heat pads) that don't use up as much energy per hour, but really add up when on all the time.  There is no way to get around the heating needs of leopard geckos.  Their basking spot should be above ninety degrees.
