Why exactly are they disabled? Its rather annoying because both are quite useful. Is there a chance they can come back?

Polls: Everyone was using them again and again asking the same things, like "What is your favorite reptile?", "What is your favorite lizard?" So they were disabled

PM's: I am not sure about this one, I think it was because of things said between members that were not acceptable.

Herpdude hit the nail on the head with the Polls.

PMs were disabled because people were using them to socisit other members for other websites,products,and so on.

The polls are probably never returning,from what i've read in the old posts,they were most of the mod's pet peeve.As for pms,who knows.

Correct.

Polls can be quite useful, except when every other topic is a poll that says "what is your favorite reptile?"

PMs were being abused, may bring them back someday.

I don't understand why we are being punished for something past members did?

If polls are getting repetitive, just delete them and warn the poster(s).  If private messaging is being abused, warn the abuser, then, if action is not taken, ban him.
